Instructions:

There appears to be a bug in the 20.3 upgrade of Evolve.

After updating my environment from 20.2.9 to 20.3, the Evolve version is not displayed at the App level, except for the Admin.

Works with Relevant environment factors such as tool & version (eg. 10.X, 10.7 and higher, Studio 11, etc.)

Solution:

There is a setting on the Admin app that enables or disables the links and product version options on the user app. Please check this.
